Perth-Wellington MP introduces bill aiming to strengthen sexual exploitation sentences

Better protecting young people and Canadians living with disabilities from sexual exploitation.

That’s what Perth-Wellington MP John Nater says is behind Bill C-424 which he introduced in the House of Commons on Monday.

Nater says the bill “addresses the very real concern of the people of Perth-Wellington; particularly those in Stratford” where the “community was angered when we learned last year that an individual who was employed to work with children and people living with disabilities was found to have sexually exploited a person with a disability.”

Chad Bogle, who was employed by a social service agency and also performed as Bogle the Magic Clown, pleaded guilty last year to paying a 25-year-old mentally disabled woman for sex.

The woman was living in a group home and Bogle was fined $2 thousand and sentenced to two years probation while being ordered to have no contact with two victims.

Nater says his bill introduces a requirement that the courts consider if the victim has a mental or physical disability as an aggravating circumstance when sentencing those found guilty of obtaining sexual services.

He says it also proposes to amend the Criminal Code by increasing the range of sentences available for courts to impose on individuals found guilty of sexual exploitation.
